Prevent users from registering on the forum with an email address that has been previously registered

Install Instructions:
Upload this file into your inc/plugins directory and activate from the Admin CP Plugin Manager

Upgrade Instructions
1) Deactivate the plugin in the Admin CP Plugin Manager
2) Upload and overwrite the existing plugin file
3) Activate the plugin in the Admin CP Plugin Manager
